NEW CENTURY NEIGHBORHOODS

New Century Neighborhoods begins with a review of the key characteristics, causes, and consequences of the Philadelphia region's decentralization trends. It identifies the continued loss of middle-class households as a critical issue for the sustainability of City's neighborhoods and economy.

NCN Cover The second section outlines the prospects for household retention and attraction in Philadelphia's neighborhoods. It describes the City's housing market strengths (first-time homebuyers and young professionals), its weaknesses (move-up buyers), and the challenges of matching future demand with existing and new residential development.

The final section presents general concepts, strategies, and tools that comprise the planning and development framework for Philadelphia's New Century Neighborhoods. The main concept is to provide a high-quality urban environment that complements the larger region's development mix.

Each section of the New Century Neighborhoods paper is available below as a Portable Document Format (PDF) file that can be viewed with your Web browser. Adobe Acrobat Reader and browser plug-ins for viewing PDF files are available free from the Adobe Web site.
